The
Government of Romania has received financing from the World Bank toward the
cost of the Integrated Nutrient Pollution Control Project. The overall
development objective of the Project is to support the Government of Romania to
meet the EU Nitrates Directive requirements by reducing nutrient discharges to
water bodies, promoting behavioral change at the communal level and
strengthening institutional and regulatory capacity.
Part of the proceeds of the Project will be allocated to finance consultancy
services regarding the development of technical and economic documentation for
investments in communal waste storage and handling systems. The services
objective is to develop the technical and economic documentation required by
the Romanian legislation in force for public investments subject to Government
of Romania approval, including the design documentation at the phases (i)
Pre-Feasibility Study (S.P.F.), (ii) Feasibility Study (S.F.) for investments
in communal storage and handling systems to promote better management of the
livestock and household waste in a number of 11 localities designated as
Testing and Demonstration Sites.
The consultancy assignment is anticipated to be done over a period of 4 months,
to commence within one week from contract signature.
The
Consultant will be a specialized firm in studies and design with at least 5
(five) years of experience in waste storage and handling systems design.
The Ministry
of Environment and Sustainable Development now invites eligible consultants to
indicate their interest in providing the consultant services regarding the
development of technical and economic documentation for investments in communal
waste storage and handling systems.
The
Expressions of Interest must provide information indicating that the Consulting
firm is qualified to perform the above-mentioned services, respectively.

The Consulting firm will be selected using CQS method (Selection Based on
the Consultant's Qualifications) in accordance with the procedures set out in
the World Bank's Guidelines: Selection and Employment
of Consultants by World Bank Borrowers(May 2004).
